Emergence of CSIRTs
The first CERT / CC designated security incident coordination center was established in the US in 1988 as a response to the first major Internet security incident – the spread of the first virus, created by Robert Morris for the purpose of self- -propagate through the network that was responsible for the contamination of more than 60,000 computers worldwide, affecting the global operation of the Internet. The CERT was established by ARPA, a research project of the US Department of Defense and later under the administration of Carnegie Mellon University. With the global growth of the Internet, similar organizations and services have started to appear all over the world.
